It is easier to be well positioned before Huy. Race is harder now and only 60 or less riders arrive there in order to win the race.No one is invincible in Flèche, the only thing it takes is Pogačar to be badly positioned at the start of Mur d'Huy and someone with a better position having great legs.

Yes but his base level is still better than everyone's peak (bar MVP and Vingegaard) so he will win a lot before the Tour even if he didn't improve at all this year.
