I'm pretty sure the prologue in 1996 was held in Den Bosch (which is somewhere in the Netherlands).

I'm gonna say Luxembourg 1968.

Nope, it was even earlier.
Also, the 1968 Tour started in Vittel, which is not in Luxembourg, though they did go Luxembourg on the 2nd stage.

You had me wondering there, if they'd ever gone up Iseran or Stelvio, but I remembered one year they went up past the usual parking on the Rettenbachferner to the Tiefenbachferner, is it that?

Back when Pauline Ferrand-Prévot first broke out in road cycling, there was a picture of her with the Rabobank team at the Emakumeen Bira, with six riders all in different jerseys - five riders wearing three different classification jerseys, the World Champion's rainbow jersey and the Dutch national champion's jersey. This left just one rider - still active today and a later owner of some of those jerseys - competing in the standard team jersey. Who was she?
