...the Tour is anything but assured, and according to France's L'Equipe Zingle will be pulled out from the Tour unless he wins the national championships in France. Naturally, with the country's colours on his chest and great form, Zingle would be an obvious choice for Cofidis and perhaps even their best chance of taking success. But if he does not win, it seems like he will be left at home in July as a consequence for not staying in the team.

Petty sure, but hardly uncommon. Movistar is rumored to take the exact same stance with Oier Lazkano, meaning that they tried hard to re-sign him, he took the (in all likelihood) better financial offer from Bora and now the team might not take him to the TdF for that reason, even though he would be a supreme option to win a stage in his current form.

Just to add to your point: If your team pays you this whole year, but refuses to let you ride the biggest races while still under contract, potentially missing out on wins, UCI points or media coverage, just because you will not sign a new contract, they are stupid as hell. Why pay me this year if you don't want me to contribute anyway?

Sure. But if there is this contractual obligation, why not make use of it and let your best riders ride the most important races?

This strategy of withholding riders in their last contract year makes no sense to me (at least for your top riders) because on top of them not riding for you next year, you also deliberately diminish their role in a year where they are still under contract, and often so without an equivalent replacement.

If that's your strategy, your top riders should basically never enter the last year of their contract, but should either be extended before or leave the team early. Otherwise, it's a waste of financial resources.

That is true. Therefore, what I said mostly applies to teams like Movistar who are short on high-calibre riders, in urgent need of UCI points and when their top riders like Lazkano are concerned.

It's been an issue it Vuelta selections for many years, less commonly so in the Tour. Maybe the new rules will make it less so.
