Koolj isn't that strong in harder races? For now he is more of a pure sprinter, but the potential is there to be something like Phillipsen.

And you're right that there is fewer sprint stages now. But there is still enough to get some wins in GTs and the biggest one week races. But none of the more pure sprinters have achieved more than mostly victories in smaller races:

Dylan Groenwegen: One stage win in the Tour last year. His other wins are in races like Slovenia, Hongrie, UAE Tour and Saudi Tour.
Pascal Ackermann: One stage win in the Giro this year. Otherwise just victories in smaller stage races and one day races.
Sam Bennett: Two wins in Vuelta last year only of significance.
Caleb Ewan: Only some minor one day races, a stage in TA and stages in races like Turkey and Saudi Tour.
Fernando Gaviria: A stage in Romandie is only result of interest in 2022 and 2023. Really not many good results after 2019.

Merlier and Jakobsen is a bit better. And I would possibly consider Jakobsen or Ewan if the wage demand wasn't too high and it was a team that needed profiles and has fewer option in the GC or one day races. But no way any of the others.
I might be wrong here, but I do think he has a decent amount of endurance and survivability, especially for being so young and so fast. But he's the least good rider in the harder races out of the mentioned, I agree. I guess the Dutch national team believes that as well as he's one of the only real fast men to actually have been selected. Then again, he might just abandon once they reach Glasgow, but I really don't think so.
 
Philipsen had a WT win before the age of 21 in a field that included Sagan, Viviani and Bauhaus. At the time all three were better sprinters than any of the 10 other riders who podiumed in De Lie's 5 sprint wins this year.
It was a stage of the Tour Down Under and he didn't even win the sprint. If you don't think a good team would sign De Lie, I don't know what to tell you. Almost every team in the peloton would sign him if they had the opportunity. And I'm not even some big fan of the guy.

Just look for someone related to, or dating, someone on the men's team.
In fact, isn't there a Kulset sister as well?

I sort of expected COOP-Hitec to sign Stina Kagevi either now or next year, which was announced earlier this week. I also think either they or Uno-X will have offered Emma Dyrhovden a contract.

I'm not as certain as I was with Leth and Dideriksen, but I'm sure Uno-X will have talked with Katrine Aalerud. However she may decide to stay at Movistar if they still want her.
 
Sergio Chumil to Burgos, finally! Three years too late, but better late than never.
FINALLY Guatemala gets representation. They are a super passionate cycling nation and deserve to have somebody they can cheer for in the top level competitions. I've always had a soft spot for the Vuelta a Guatemala with the huge crowds, the confetti and the chaos, but the history of top names being shady even by Central and South American standards held them back for decades as the lack of trust and the concern about adaptation periods meant their riders never got taken over to Europe the way Costa Ricans or Mexicans would. They've worked really hard to try to improve that reputation over the last decade and it's great to see that work starting to pay off.

Felix Gross is out of contract on 2023 or 2024? Depending on which one it's either two or three spots left (unless there are any early termination)

He was announced in 2021 on a 3 year deal, so I guess that his contract expire in the end of 2024.
But I wouldn't be surprised if the team tries to terminate his contract earlier.
