Still absolutely baffles me that Jayco took him to the Tour.

Because they lost Bling with illness and Plapp is a chance to win a stage. It makes perfect sense to me.

But he also didn't expect to do the Tour and got the phone call when he was away for some moto cross, so he's probably unlikely to be at his best.

That is not true. He was informed 24 days before the TDF when he was preparing to ride Tour De Suisse.
