My impression is that he only rode for the gc after that breakaway win and took it easy before.

Top 10 in a WT GC. If he had rode for himself, what would have been the upside for him? He would have been ahead of Fortunato in GC probably. So he would be 4th instead of 5th, which does nothing for him. But Lecerf would have been 15th instead of 8th.

Must be the case, because I don't actually think this TT is much outside of his performances at the Giro or at Burgos last year (a bit better, but he wasn't defending a WT podium in the other races).

Working for Lecerf was an excuse for being bad.

I don't think people are actually seeing it as an excuse, it was a decision he made because he was bad. Everyone sees it for what it is. Probably a better use of his bad form than just riding for himself, if only to improve teammate relationships.
