UAE are losing their edge. Not going to get to 100 wins by having Pog go in the rain for no reason are you
I've asked before, but no one has answered. I think they're forced to start last because they have number 1. In some races that's the case; I'm not sure about this one, but I suppose so, because otherwise he would have started earlier. It's absurd because it disadvantages the winner, in this case, another member of the team.

I don’t think it’s a hard rule for a first-stage TT/Prologue. MVDP had bib 1 in Tirreno and he didn’t start last.

Edit: Rodriguez was bib 1 last year at Romandie and didn’t go last either.

The rule varies in some races. I don't know.

If that's the case, it doesn't make sense that UAE made this decision knowing there was a risk of rain, It's a the risk for having an accident.

I think I might have edited my comment after your reply - Rodriguez was bib 1 last year here and wasn’t made to go last.

I guess it’s possible they asked Pogacar to go last specifically but it would be a bit weird.

yeah, the UCI rules allow some freedom:

2.6.023 [...] For the prologue, or if the first stage is an individual time trial race, the starting order for each team shall be determined by the organiser in agreement with the commissaires panel; each team shall determine the order in which its riders shall start.

In this case, the organisers decided the order of the teams, the teams the order of the riders, according to the Tour de Romandie roadbook:

L’ordre de départ des équipes est fixé par l’organisateur en accord avec le collège des commissaires ; chaque équipe détermi-nera l’ordre de départ de ses coureurs (Règlement UCI, art. 2.6.023).
