The final circuit was just 4,5km long, so the chances are the break of 14 were far enough ahead that they were closing on the péloton, meaning the péloton were pulled off the course to allow the leaders to go by; as it was a one-day race and they therefore had no reason to attempt to contest, they would likely just have been removed from the race.

There weren't many teams on the start to begin with (15) and most of them were in the breakaway. The ones that were left out probably didn't have the power to pull back the break. Especially since the bigger teams Vacansoleil, Euskaltel, AG2R and Europcar were all well-represented

But that doesn't explain why some were HDed and others were DNFed. If the Peloton had been lapped by the break causing the peloton the be pulled out wouldn't they just all have been DNFed?
