Charlie Quarterman signs with Trek for the next two years, after joining as a stagiare last month. Really don't know much about him, except that he beat Pidcock and Hayter to win the UK U23 TT this year. Comes straight from British conti team Holdsworth, after a couple of years with Leopard Pro development, which is presumably where Trek noticed him.
 
As far as I remember, if a pro-conti team ends the season in top 18, they are automatically given world tour status next season, according to the new rules issued for 2020-2022.

Quintanas current points, would put Arkea 16th in the rankings.
Quintana's points would stay with Movistar, Arkea would not qualify for the WT. Those places would go to Cofidis and TDE, with Israel Cycling Academy and Wanty recieving the automatic wildcards.

If there are only 2 wild cards, there won't be any automatic wild cards if there are only 2 wild card options. For the two automatic Wild Cards to be there there must be 4 Wild Cards. Back to 18 WorldTour teams in 2023

The rule changes for 2020-2022 have avoided the possible relegation of two current UCI WorldTour teams but only delayed the risk of relegation, kicking the problem down the road. The stakeholders have agreed that the 2023 WorldTour will include only 18 teams, meaning up to two teams could be relegated from the WorldTour in 2023.

The possibility of having up to 20 teams in the 2020-2022 UCI WorldTour will also impact other new UCI’s rules, introduced just a few months ago, concerning Professional Continental teams and the compulsory invitations to WorldTour races.
The UCI has told Cyclingnews that Grand Tour organisers will still be able to award two wild card places to teams but the two automatic places that were due to be awarded to the two best-ranked Professional Continental teams are now at risk and will be cancelled if 20 WorldTour places are awarded.


Based on the above, la Vuelta will only invite Spanish Pro Conti teams as their wild cards. So you can exclude any hope of an invite there if you aren't one of those teams.

Direct Energie signed Tour of Flanders winner Niki Terpstra for 2019. The points he scored in 2017 and 2018 remain with his previous team but any points his scores in 2019 will help Direct Energie fight for a place in the WorldTour as French oil and gas company Total step in as title sponsor.
 
Diego Rosa is a bit of a gamble, I hope that they aren't overpaying him. Then again, Sky/Ineos payed him 3.5M overall in those 3 years, so he should have more than enough money to ride for a team that gives him the chance to be a teamleader in all the hilly one day races. Him and Wawa for Ardennes and the Italian Autumn classics could be an interesting combination.

Why should a 26 year old guy who just won the Giro and appears to be on the way up have to dom for anyone? I hope they're paying him a lot more than he could have made elsewhere.

Anyway, I kinda doubt he would have signed with them unless he was told he could have at least joint GT leadership. My early guess is he'll be given the chance to defend his Giro title and then go to the Tour as support for Bernal.

There are rumors he had signed with Ineos before the Giro started. This also appears to be a big part of the major issues between his agent and Mr Unzue who recently blacklisted that agent.
