U23 Champions

Why is it that U23 champions don't get a kit like the elite ones do?

I can probably give a shot at answering the question by assuming that they don't want two of the same kits on the road. Is that the reason?

They do, if they continue to race as amateurs.

But most turn pro the season after their U23 win.

They are only able to wear U23 champion kits in U23 races, or non-categorised races. So not the most publicised races really. I know Alex Dowsett wore a British champions kit as U23 TT champ in some of the American stage races last year though.
