That is a reasonable point and there is more than one reason why JV would benefit from singing from the same hymn-sheet as the UCI. And arguably riders who might have a certain reputation are probably on the higher scale of things.

Any idea how the UCI dictates who and where people should be tested?

Oddly enough, the French teams and riders got, by far, the lowest scores. This was before 2011's Europcar festival, and before some other worrying signals coming from France. If lack of recent testing was such a big factor, wouldn't you expect high scores to be distributed more evenly? Or does this mean the French were tested more often than anybody else in 2010, despite their being largely a non-factor, therefore lowering their scores?

also, menchov was a 10, even though he'd been getting podium results on a regular basis in that period so must have been tested regularly as well.

ii) Regular testing is just one of the inputs. Blood irregularities are another. Given that Menchov has now been sanctioned it would appear that it was the latter in his case.

Ferrari and Leinders client. Doesnt get much worse than that.
