Amid protests from Garmin and Columbia over Pro Tour rankings is the UCI taking another subjective approach to selecting teams? Is this another way to control team behavior via sponsorship dollars or just the equivalent of the BCS rankings?

If the UCI does not get their act together I forsee a breakaway organization forming.
Would it be easy to get riders to switch to a non-UCI team? If the rider was guaranteed income, publicity, and other benefits then it might.
Didn't the TdF kind of reject UCI meddling for a few years recently.

Depends on who is behind it. If ASO is on board, everybody will jump ship without thinking twice.

Well, we pretty much know how the ranking works we just haven't seen the actual calculations. I'm not sure they're intentionally hiding the numbers. I think that since some teams are reacting it will lead to the whole system being published sooner or later.
