First when are EPO users getting caught? at races? NO they are getting caught at home. USADA can order out of competition checks for US riders a few days before the race and maybe they will catch one but not at the race. If you are going to spend a big wad of money on EPO tests then perform them when a rider might be using it. Since so many here spend all their forum time in the clinic maybe a little application of doping knowledge to focus your energies.
In the current political climate at the UCI I doubt pat goes anywhere near the UCI staff responsible for anti doping He is far to engrossed in his re-election campaign to bother with the who is testing at Colorado?
Tagart is no friend of the sport either. He is building his resume on the backs of LA and cycling. I am just as cynical of USADA's motivation for making an issue of this. They can test the hell out of Utah and catch the cheats before they go to Colorado.

The athlete passport has received a lot of attention when its blood module was established at the beginning of the 2008 racing season by the Union Cycliste Internationale!

The UCI did not do blood testing for doping in 1997, it was only a "health check" that could result in a 2 week vacation, no sanction. The 50% level did nothing to stem the use of EPO, in fact it gave approval to dope to a specific level. The IAAF was the first to use blood tests for doping tests. UCI should have been doing it years earlier as it can give more accurate results for EPO
The EPO test was developed by LNDD, a WADA lab.
The Bio passport was a WADA idea. They pushed the UCI to adopt it. UCI resisted for years
Ashenden was not working with the UCI when he helped develop the EPO test. Neither was Parisotto.
Ashenden was not working for the UCI when he wrote the first paper on the BioPassport

Your major sports in the USA genius, are protected by unions. They won't let WADA in. Cycling is an Olympic sport. USADA do the LOCAL testing and have FULL authority to test all cycling events because they are in charge of enforcing WADA's rules and code. There is only one reason the UCI would stop them...because doping is going on.
You probably never understood the irony of AMGEN sponsoring the ToC either did you? This stuff you've posted is unbelievable. You are so far off the reserve it isn't funny. Gotta take it up a few notches champ you're playing in the big leagues now!
