I suppose there are no rules stating that they can't use mesh skinsuits*, or regular jerseys.
Nor is there a rule stating that they can't use common sense and apply sunscreen under their "basically made of holes" skinsuit/jersey.









*As long as they keep the mesh-part to the upper body...

If you don't do that in the Australian summer you're asking for melanoma. You still need to use a good sunscreen on your back and shoulders under a ventilated summer jersey.
 
I'd argue all speedsuits are compression clothing to some extent:

It's easy to criticise rules and those who make/administer them but everything rule related is on a spectrum - they are mostly arbitrary lines in the sand and all sports redraw them at times. Someone has to, else there is no competition. Part of the rules are also arbitrary levels of penalty for infringement. I know of no sport where everyone agrees with every aspect of the rules or changes to them.

Competition involves, inter alia, understanding and working within and sometimes around the edges of or even crossing those arbitrary lines in the sand to eek out a performance advantage. The associated penalty in play along with risk of infringement being called are also factors in this mix.

That's sport. Indeed that's society in general.
