UCI Rule change for 3:1

:Question: Last September there was a lot said about UCI relaxing rules for the 3:1 rule as it relates to aero bike parts. Rules were supposed to change in January. I haven't heard or seen anything. Can never find anything easily on UCI site. Does anybody know if rules were changed and if yes, where info can be found?
