Armstrong got his criminal case dropped by not playing by the rules. So far the same tactic has failed badly with USADA. Attempts at political and legal interference have been exposed and ridiculed. Time to call in some favors.

RR's delay theory may have merit. Maybe Farm is waiting for help for his buddies in USAC and the UCI. Still, if USADA is operating under the USOC umbrella, I don't see how his USOC/UCI buddies can help him.

McQuaid has never proven himself to be a smart man. Verbruggen still has a lot of infuence and seems dead set on avoiding besmirchment of his time in control.

They don't owe Armstrong anything, and must first protect themselves before going out on a limb to help save Armstrong's neck.
As for appearances, Armstrong won his tours under both their reigns, so the further away they are from this mess the better. That is, unless Armstrong decides to throw them under the bus after he (hopefully) gets his titles stripped.
Both Fat Pat and Verbruggen can then claim they are the victims of a lying, disgruntled doper with no credibility who wants to bring everyone down with him.
