Yes, it was published.

He consulted with Vrijman, and concluded that there was no doping culture in the peleton, and that everyone should get back to work.

The most superficial and incompetent external audit I have seen for a while. Wonder how much our UCI paid for this on cycling's (our) behalf... Further proofpoint for the incompetence at UCI. Both in commissioning this work, seeing it to completion, and not in any impactful way following through with some of the (limited and superficial but at least somewhat relevant) recommendations.
