Concussion isn’t just about impact, it’s about the movement of the brain inside the skull due to sudden acceleration, and that can vary greatly from person to person and impact to impact. It doesn’t necessarily need the head to impact something, and an impact doesn’t necessarily cause concussion.
But yes, a technology involving a helmet-based accelerometer should be achievable, and a race doctor could use this as a data point in evaluating a rider and deciding whether or not that rider should be allowed to continue after a crash.
