Why no junior women's world championship?

I get why there may be no U23 women's event, but it makes no sense other than UCI doesn't give a crap about women's development to not hold a junior women's world champsionship.

I agree that there should be a Jr. Women's world championships. After all there is a World Championship Junior women's road race.

There are a lot of competative jr women racing cyclocross in Colorado and I assume elsewhere in the USA and the world.

I also believe CX is safer than road racing.
