Why not go around the Arc de Triomphe

Hello, Does anyone know why the peloton does not go around the Arc de Triomphe on the last stage of the Tour de France? It would seem it would be a more logical and safer route then what they do know.

I assume it is because the traffic congestion around Paris would not allow for it to be closed.

You kinda answered yourself there. Closing that part would bring the whole city to a hold.
