Zaballa's EVENTUAL Suspension

Does anyone have a clue why a 2010 positive took almost 2 years to go into effect? Pay attention to the dates in the article below.

http://www.cyclingnews.com/news/zaballa-suspended-for-nine-months-for-ephedrine-use

wins 2010 tests positive
rides 2011 without processing and gets second 2nd overall at same event.
2012....suspension.

This may be the answer from almost 6 months ago: These may have been the 'lost' positives. http://forum.cyclingnews.com/showthread.php?t=15458&highlight=incompetence

No way to know for sure.

Needs correcting - it's the Vuelta a Asturias that he won and tested positive at, not Murcía.

I assume from the old thread that the one from the Primavera or whichever one-day race it was was Santi Pérez? He was top 20 at Llodio and Rioja just before that, on the same team, and both riders, despite having been in good form (3rd in the Trofeu Joaquim Agostinho, the traditional warmup race) and being considered among the top contenders for it, completely flunked the Volta a Portugal, with only Daniel Silva even doing reasonably from Loulé.

Is the Vuelta a Asturias the most dubious race there is at the top levels?

2011:
Zaballa 2nd overall & a stage, Schumacher 11th & 2 stages, Shilov 3 placings

2010:
Zaballa 1st overall & a stage, Mosquera 4th overall, Santi Pérez 5th overall & Subida al Naranco, David Blanco 8th overall, Ángel Vicioso 9th overall & a stage

2009:
Mancebo 1st overall & a stage, Nuno Ribeiro 4th overall, Santi Pérez 5th overall, Chadwick 7th & a stage for Rock Racing, Héctor Guerra 9th overall & a stage, Óscar Sevilla 1 stage win, Vicioso 1 stage win

2008:
LA-MSS farce, Vicioso 1st & a stage, Garzelli a stage, Koldo Gil 4th

2007:
Koldo Gil 1st overall, Alberto Fernández 2nd (Saunier Duval 1-2), Mancebo 4th, David Bernabéu 6th

2006:
Sevilla 1st overall, Eladio Jiménez 2nd, Adolfo García 4th, Rubén Plaza 5th...

I suppose Giro del Trentino is the Italian equivalent to Vuelta a Asturias. The 2010 edition is probably the 'best' so far (1st Vino, 2nd Ricco, 4th Scarponi, 5th Basso, 9th Petrov, 10th Damiano Caruso), but just a brief overview of the podiums since 1999 is...well, dubious. Speciel mentions go out to the 2001 and 2003 editions. Great days!
