Is he? Look at his palmares from 2008 (the italian races at the end of the year). In 2009 he was good aswell at the end of the year, although the results show it not as much as the ones from 2008. Then in 2010 he did the Vuelta as a domestic, and got 6th in Piemonte after the Vuelta. In 2011 he again had decents results at the end of the year (not as good as before though). In 2012 he didnt have a team, and he did some mountainbiking.
Now in 2013 he is again strong at the end of the year 17th Agostini, 14th in Memorial Marco Pantani (terrain doesnt suit him), 5th in stage 1 of Settimina Lombarda, 16th in stage 2 and 2nd in stage 3, 9th overall. Then he took 8th in Costa Degli Etruschi after a strong race.

I know he's in good form, but I don't think even he was expecting to do as well as he did today. This is definitely his best result on that type of finish this year. Of course I don't now what the time gaps are yet, but just looking at the final result, I'm more surprised by Finetto's position than I am by Voeckler's.
