on that situation cunego had just won trentino and managed to get into the pink jersey with a big solo-ish ride on stage 16(not exactly an early stage of a GT), so at the time being a little cocky and refusing to give away your jersey to your leader wasn't that shocking, even less so considering he won like you just said.

Ulissi is nowhere near that situation and is refusing to work for his leader.
