I think it is, an example (and there are 1000s of it with this guy) in the stage D Martin won De Gendt was in the break got dropped a few times came back, and then outsprinted the hole group including rolland for the KOM points (he was quite a bit behind 500 meter before the top). Its clear he had energy left in his legs if you saw that sprint.

Besides his interviews do kinda confirm that he has mental issues, and that he aint living as a real pro + has no idea what he is capable off.

So Kittel's time is 1,31 x first TT, Tuft's 1,56, Veelers somewhere in between.

Applying this formula ("first TT time x 1,30"), Froome could be doing 47:30, but I guess first TT time x 1,35 (49:30) is more realistic as both Hivert and Kittel clearly performed better now than during the first TT.
