What sort of a startlist is this?

Both OGE and OPQS are coming up in the beginning itself. I was thinking of saying whoever is going to start later. Now teams like Movistar will have a better chance than good TTT specialists like OPQS and OGE.

Heart says OPQS/OGE.
Brain says Movistar/Astana.

so interesting start anyway expecting good times from OPQS, Astana , Radioshack and Orica.

Sky should do well. Cataldo, Kiryienka, EBH are all very good time-triallers and Knees' Diesel engine and size means he will be a great teammate in TTTs even if he isn't the best at ITTs. Puccio also showed well at the Giro TTT. The one question mark is whether the need to keep Uran and Henao in contention will be a help or a hindrance on such a flat course.

One based on GC last year. What other criteria should they use?

Technically, Astana didn't get last year's victory.

But, my point was that the teams that do well in the TTT are up front, and the teams with bad to horrible TTT performance in the recent past are coming later. A statement of confusion, despair. Probably, if a stage race starts with a TTT, they should use the World championship order instead of last years order of victory.
