Due to the aero-shape of the three big spokes there is a certain direction in which they should move through the air. Therefore the wheel has to rotate in the right direction. If you flip it by 180 degrees it moves against that direction. So it can be the case, if it was in Wiggo's case I don't know. Neither do I know how much difference it does in drag.
