No, he is just doing the Perez-Cuapio strategy. Losing as much time before the real mountain stages and hunting for stages. If Moreno is at par with Evans, he can reach only place 7-10 in GC because his ITT is not good and he always has bad days in the mountains.

Now he's already 5 minutes down, so why fighting for a 10th place in GC?

I will go for Pozzovivo or a surprise act by Pelizotti. Really interesting to see if Quintana can hang in there because of his problems.
