- because there was a nice puppy on the side of the road he wanted to say hi to :)
- because he's 'focusing on the Tour'

- because the prospect of joining the fans at the roadside for barbecue and beers was just more tempting that racing

You forgot the fanboy reason.
-because he's sparing people from feeling the pain of one of his attacks and giving them a little more time to prepare for it (gotta make sure it's a even playing field you know ;)).
