The thing with the tactic of forcing Dumoulin to chase is, Aru and Astana must be willing to lose the Vuelta for that tactic to work. And I think Dumoulin is better at bluffing than Astana/Aru.
If Majka/Quintana/Valverde or anyone else in the top 9 goes early. He'll just stay in the wheels of Aru and Astana and look to them to close the gap. If they don't. neither Dumoulin or Aru will win. So it's a high stakes poker game, and I think Astana doesn't have the nerves to wait. They will chase sooner than Dumoulin will.
Exactly this all day long. As I said before, Tom has already shown he knows just to follow one wheel only, and he knows exactly who that wheel belongs to.
Whereas Aru and Astana have shown that they know how to panic.
Dumoulin has not only shown strength and character in this race, he's shown intelligence in his tatics and above all a very cool and calm head. Exactly what's needed to win a race like this surrounded by strong GC teams and basically no team mates of your own at the business end.
I'm not declaring Dumoulin the winner yet as he has another very hard day ahead of him today, but he deserves to win this race more than any other rider there IMHO.
