What would you have them do instead?

Race on a more balanced parcours with some flat time trial mileage and some obstacles in rouleur stages that mean flat engines are needed, so the teams with the biggest budgets can't just pick a team so loaded with climbers, all set to work as domestiques for the strongest in the race, that they can control everything safely?
