Which flat? The course is rolling, never really flat.

Also, Jungels is actually worse on the flat. (see his Giro ITT). He's more of a guy like Dumoulin, for rolling/hard courses

Why and what for?

The maximum distance is 50km in Olympic and WC TT's and 80km in other races. I doubt that they will be strict if the length is a bit longer than 50km, though certainly not 100km.
