What's the point of winning the elite race if you don't get the wear the jersey?
In Hungary last year, Barnabas Peak came in third, with 2 U23 riders ahead of him. Peak nevertheless was declared national champion, with jersey-wearing rights. The strange thing is that he is younger than the two guys that beat him: I guess it is simply a matter of what entry fee one paid.
The justification presumably in saying that Scully won the senior title is that he beat the riders against whom he was in competition: those challenging for the U23 title were of no more interest to him than the Slovakian riders in a breakaway would be to a contender for the Czech championship in that shared race. Although if he had realised that, unlike Peak, he wouldn't get jersey rights, he might have thought differently.
