It's based on nothing. On a wet course, not only would Evenepoel not have crashed, but also Van Wilder (who said his power numbers were good) would have beaten him. This was a technical parcours, and it was wet on top of that. So knowing the parcours was a deciding factor. And this parcours was basically in Herregodts' back yard. Not to mention he got some nice draft overtaking Berckmoes on a long straight section into town.And this is based on what exactly? Segaert isn't even good in technical circumstances en Herregodts did like a 100 recons of this parcours.
