Why the hell do you feel the need to put the Stelvio at random in the middle of a stage?
Unless they actually want to arrive in Val di Fassa from the east using Nigra or Obergummer+Costalunga it's a waste of a climb and it will only cause headache.

If you start in Livigno, there isn't really an alternative way of getting to the Dolomites in a single stage. Gavia + Tonale is already at least 25k longer if you're going to Val di Fassa (depending on whether you head over Mendelpass or around it) and the south side of Gavia is probably off limits as a descent anyway, and Mortirolo or Aprica instead of Gavia is outright too big of a detour to keep the stage within 240k.

There’s the tunnel to Switzerland.

Shortest route is 201km doing dirt road shortcuts by Lago Cancano to Passo Umbrail then descending the Swiss side before a long flat and Costalunga

There’s the tunnel to Switzerland.
Would be much more of a logistical headache though. It’s already a one-way tunnel with circulation alternating at set times (which you’d have to throw off to let the race pass), plus you have to go through Switzerland (and the tunnel is also under Swiss operation, so perhaps harder to get approval for such a plan for that reason). I’d also rather have Stelvio in a semi-wasted spot than the really easy first half of the stage that the Munt la Schera tunnel automatically causes.

As some one else said you can go through the tunnel into Switzerland and then over Fuorn back to Italy.
The main point, however, is that we do not need another mountain stage in the 3rd week, three was enough.
And if the stage starting from Livigno actually coincides with the one that was supposed to finish in Canazei, that will limit significantly the desing possibility

This isn't another mountain stage though, Canazei was already rumoured. Sappada also really doesn't count as a mountain stage if the rumoured approach is correct. Moreover, three legitimate mountain stages is an entirely average GT third week, especially when said week doesn't contain a TT.

As for the route, Stelvio, Pinei from the hard side and Sella would do just fine so long as there isn't a Coé MTF the day after (which I think is the real concern here). In fact, that would be better than a Fedaia descent finish, IMO. If they are coming from Carezza, I think the finish would be in Moena instead.
 
Stelvio is just the fastest way from Bormio to Merano. In summer you would also use this way if you are driving by car. They will not use it as a decisive climb, like normally. But I don't think that will prevent possible opportunities in the next two years to use it. Passo Giovo is only the fastest way from Merano or the northern valleys of it to Passo Brennero.
 
Article of today, stage 18 will finish in Padova (flat)
So right now we should have something like this:

15: Somwhere near Lake Garda-Livigno, with Forcola+Mottolino.
16: Livigno-somwhere in Val Gardena (or maybe Val di Fassa?) with Stelvio in the middle
17: Not really sure, i'd think a mountain stage; maybe a short one in the Dolomites to arrive in Canazei or a MTF in Passo Coe like it was roumored in the beginning?
18: Flat to Padova
19: Medium mountain to Sappada
20: We know it is centered around Monte Grappa, possible downhill finish.
21: Rome

Now that we know that stage 18 finish in Padova, we will have 3 mountain stages in the last week, which i think is the right number.
The article led me to believe Val Gardena, Canazei and Coe where to be 3 consecutive mountain stage, which would have been an overkill.

I can't say that this gets me excited in any way. Sounds mostly underwhelming.

Stage 19 and 20 are quite good for being the last two hilly or mountainous stages

But 15 to 17 are just bad, especially the combination of them. Stage 16 looks utterly meaningless.

And there seems to be no really big mountain stages including one of the massive Italian climbs at a suitable place in the stages (early Stelvio is meaningless). No Finestre, Mortirolo, late stage Stelvio, Gavia, Giau or Fedaia. And neither well designed stages with other tough climbs to make up for this.

Forcola di Livigno, Passo Coe (as a MTF), Monte Grappa and the central Dolomites could have been enough to create a really good route from stage 15 and onwards even without the climbs mentioned above. But right now, that does not seem as the case.

In what universe does Fedaia count as a massive climb when Forcola di Livigno doesn't? Just smacks of trying to find a stick to beat RCS with. Also, Forcola right before Mottolino is actually a really nice combination.

IMO the route looks to be the best since at least 2020. First MTF on stage 2, only one big MTF so much as rumoured for the final 8 stages, nothing stupid for stage 20, and the only potential bit of bad pacing would be Coé on stage 17 after Val Gardena/Val di Fassa on stage 16, which might not even happen in the first place because the rumours for that section are still a bit vague. It isn't going to be a truly stellar route, but it definitely isn't likely to be bad either. Yes, a late-stage Finestre, Mortirolo, Stelvio or Gavia would have been great, but only the latter would have been possible with the set of towns that is bidding, and it would still have been about 60k out which is a bit much for stage 15. Moreover, if snow were to cancel it, the alternative would not be Forcola (which is theoretically safer regarding snow, but only if they get the clearance sorted in time), but Mortirolo (probably from the weak side) - long valley - Foscagno, which is awful. So as long as they actually make sure Forcola is sorted (unlike with GSB this year), this is actually the more sensible option, especially if they finish on Mottolino. Would have liked it even better if they went over Mortirolo (from the weak side if needs be) or Monte Padrio before Forcola to make it a true monster stage, but how that's supposed to be a bad stage is beyond me.
 
So local Sudtirol newspaper says the finish of Val Gardena stage would be at top of Monte Pana, a 2 km murito, so not amazing, but at least it's not a 2017 Canazei lookalike

Also the Corriere delle Alpi (daily from Belluno) published an article about stage 20. Allegedly start on lago di santacroce, climbs of Cansiglio and Ca' del Poggio (most useless climb in the peninsula i know) and Grappa from Semonzo. Which would be decent if the finish was at the top or after a descent to south-west, but, according to said article, the stage will descent tha north side, toward Caupo, and than we will have around 40 km of valley before a finish in Bassano.

Now, i know that the last time this side of Grappa was used in a road stage there was a similar amount of flat after the descent and it was great, but that was a really peculiar race. Let's hope the journo had a bad source
