I don't know how you got that conclusion from today. Planning like this from the beginning would be a total pointless exercises from an organizers perspective. Even as someone who'd sacrifice alot for better stage design, all that just to potentially have a better stage because you face Stelvio from the other side would be a ridiculous effort/reward calculation in my opinion.
