Yes UCI rules.but nationals are ridden under UCI rules, this is the quirk most federations commissaires forget, and the UCI bike path rules are somewhat vague, and if as that linked article suggested other riders in the Danish ITT also used bike paths, and were seemingly forced to in some parts, but werent sanctioned for it, then I can understand the angst it has caused.

That's true, but it only takes another WT team like Ineos to line up with a few decent riders (Rodriguez, Fraile, Castroviejo) or old Astana (Lulu, Bilbao, Fraile, Aranburu) to challenge their numbers.First time I have ever watched Spain's nationals.
From the above comments it sounds like Movistar has the numbers every year.
