Yeah, I don't like fines very much as a punishment for in-race incidents. Big teams and riders can easily shrug them off, while smaller teams might not be able to - makes it not a level playing field.

Why not just make completely avoidable breaking of the rules like that a DSQ; that would stop it from happening instantly.

I get that the courses design is a bit different in this race (and weather conditions), but man, I really hope the action picks up. I have the sad feeling it'll probably not occur until Saturday though I hope I'm proven wrong.
