I think it means he is testing his legs, and riding with a plan regarding his fitness. He doesn't appear to be riding in a way that suggests he wants to win, but wanting to win today or not, has nothing to do with the next 2 weeks.

I would, as I thingk what we're seeing is a Wout who is announcing that the rumors of his death have been greatly exaggerated.
