I believe you misunderstood. After Wiggin's 2009 awakening and subsequent transfer to ManU he (and/or the management) thought it would be a good idea to do what Lance did the year before, that's why they sent him to the Giro.

Wiggins talked about it in his off-season interview where he admitted to his (and/or the management's) mistakes, such as the weather truck

Thanks Zasch, this confirms what Airstream quoted. Some interesting quotes from Ivan:

I really hopes he goes to the Giro. It's ridiculous that he hasn't won a GT yet and he certainly won't be able to win the TDF next year.

Not going to happen. Bruyneel might be saying it's a 50-50 proposition right now but once the sponsors weigh in and voice the importance of having their best team (that of course includes Andy) at the biggest event in the sport, the liklihood of his Giro participation will disappear.

Does the rider have a voting power in such a situation? Well, sponsors are interested in the winnings rather than in the presence at the TdF, though it's obvious he would go to the Tour after the Giro.

Andy it seems has had a certain control over his training, prep and schedule of events that he participates of course with input from Riis prior to Leopard-Trek. It seems at Leopard there wasn't too much opposition to what "Andy wants" if we were to take into account his statements on staying the course of his previous training program upon learning of Bruyneel taking the reigns of the combined Leopard/Shack teams. I would think though that the hierachy would be of course the sponsors, Bruyneel and then Andy.

Some are anticipating a quantum leap in Andy's ITT under the "expert" tutelage of the great Johann. Maybe he'll do a Michael Rassmussen-like improvement and catch his opponents unware.

I'm sure Andy has enough clout if he really wants to ride the Giro. I would love to see him do it. Would probably need most of his TDF team though from this year with him to win it.

I guess nothing will be forthcoming though until the Contador ruling is known.

Back in the pre EPO days, that was actually pretty old to be showing your colors. Things change back and forth I guess. Andy did show himself to be a contender early though, he's a legit talent.

Anyway, he's got several good years left, but unless something dramatic happens to his time trailing and his level of whining, he's not going to get it done.

I think we can safely assume Andy Schleck won't be winning the Tour next year because of the amount of time trials.

That means that Schleck will be 28 years old at the start of the 2013 Tour de France... And he still has to win one.
