That's a good question. I suspect the answer lies in the fact that he and his medical experts know exactly what tests are used to detect PEDs, and he knows what he uses. I'm guessing the stuff on the latter list is not on the former list, and so the risk of getting caught is negligible. For example, it might be as simple as only using autologous blood doping. But it probably involves complex designer drugs.
