Nibbles agrees: "never bothered" (well, apart from talking the whole season about "etalons of clean cycling", and even writing a dedicated "we're clean despite the positives" letter to the UCI)

Ahhhh Nibbles(I'm assuming you mean everyone's favorite "clean"- wink wink doper Nibali), the guy who pinky swore he was "cleans", then when it's found out half the RIDERS on his team doped(but of course not him-lol), he STILL tries playing the "I'm cleans" card and trying to slog off his teammates history by playing dumb.

Astana has little control over the UCI renewing its license. Unless the UCI's venerable leader is on the take?

It could been cross-posted in the Cookson thread but it was my hope that someone else might have found this news relevant enough to post it there on a day when another sport's governing body was in the headlines for doping coverups.

I don't remember the details, but the Italian NADO tried to ban several dozen athletes sometime over the winter for missed tests, but another body said that the whereabouts system or notification process was to blame. Seemed like a big mess.

Wouldn't be surprised if he genuinely missed the tests due to the testers' mistakes. Wouldn't be surprised if he was doping and would have passed the tests anyway.

The odd fact is that the first missed test was also in June a year ago and how come that his other two missed tests were almost two months ago, he rode the Tour and now we find out that it was in fact a mistake. Doping and cover-up, he is a perfect fit for Sky.
