Since the first Monument of the year is coming ...

Who is/was the best (retired) cyclist with many big wins that never won a monument?

How about the best still active? ... I guess that would be Sagan (at least until Sunday)

There are a bunch of big GT-GC guys without monument wins, Pantani, Ullrich, Indurain, Armstrong :)D), Simoni, Menchov, Lemond (unless you count the World Championships), and surely many more that I didn't look up on wikipedia.

Exactly! Best retired classic type rider. I would also count WC as monument.

So, basicly we're looking for the best one day racer that never won an important one day race. It's like looking for the tallest dwarf or smallest giant.

Michael Boogerd podiumed in a classic (defined as former World Cup race) 14 times, but didn't win a single monument (although he stood on the podium of a monument 7 times). He finished in the top-10 of a classic at least 26 times (32 times if you count Fleche Wallone and World Championship, can't find results from Zurich and San Sebastian easily, but probably a couple of times their as well). That's hard to beat.

Won the world championships twice, but never one of the current "five monuments". He won Paris-Tours, though. In his age it was an important classic too (same level as, let's say rvv).

Yes and unbelievable when you think about how good he was. I would also include Robbie McEwen.

Very hard for pure sprinters to win monument other than Milano-San Remo and these days I think we will rarely see another win from somebody like Cavendish.

Those "Zabel" days are just over.

Easy, Lemond. Podium visits in 3 Monuments, MSR, LBL & Lombardia, with a fourth in Roubaix & a seventh in Flanders, win hands down, IMO.

Despite his focus on the Tour, he still raced the classics and came agonisingly close to pulling off a win. 86 MSR he fell victim to Kelly's craftiness, having been pipped by him in the 83 Lombardia.
