If you are thinking about that "team I'm clean club", the answer is no. It doesn't apply to grand tours. As for another upcoming WT race, that depends. If he wants the B sample analyzed then there won't be a suspension until that is done.
Also something to think about is that this happened IIRC before Katusha joined the "Team I'm clean club", and is not from anything recent. So I would be surprised if Katusha is supposed to withdraw from a race.

Doesn't have anything to do with mpcc. You forgot the new UCI regulation: "The UCI introduced the provision for a team suspension on January 1 of this year with article 7.12.1 of its Anti-Doping Rules."

Once reunited with Bruyneel, Popo felt safe again and went back to being a strong domestique.

Aha, thanks! There seems to be a lot of judgment and leeway for the UCI involved. It would surprised me if there was a suspension.
Am I right in remembering only Paolini being popped the last 12 months? Coke and a past epo positive doesn't sound so bad as compared to 2 recent Epo positives.
It will be interesting to see if this is just a first of many positives.

Katusha will not be suspended for La Vuelta.
- Both Paolini and Caruso still have their right to call a B-sample. They will, and it will take some time.
- Paolini was cocaine, so still questionable and not as clear as EPO.
- The UCI will not suspend a team 4 days before the start of a GT, without the B-samples etc.
It takes more time. If the team will be suspended, it will be after the Vuelta.

However while Katusha’s two cases have been announced within several weeks of each other, the UCI has told CyclingTips that this would not count as two positives under the regulation because Caruso’s test dates back to 2012.
As a result, it means that Katusha is not facing a potential suspension.
The team has responded to the news with a brief statement. It said it was notified of the finding by the UCI and, as per UCI regulations, he had been provisionally suspended.
“Bearing in mind the anti-doping regulations, the team will wait until the analysis of the B sample has been conducted before taking any further action or making further comment.
“However, Team Katusha would like to underline that this news comes as a complete shock.”
As a result, it means that Katusha is not facing a potential suspension.
