As far as I can tell from Spanish weather agency data it didn't freeze at the elevation they were riding at at any point in the 24 hours leading up to the race and I can't find any statements to the contrary.
I can, however, find a statement by the race organisers, who are not happy. Loose translation: they had zero input in the decision to stop the race, disagree with the decision, see this as a lack of respect from the riders and doubt this would have happened if this was the Tour or Vuelta.
