I don't think it's particularly mysterious. He's hoping to bilk another team out of a few bucks. I mean one assumes no one's that gullible, but he's not closing the door.

Have to? He’s a 4 time Tour winner plus other major things. Obviously would be very odd if he didn’t.

I agree with red_flanders insofar as he's probably fishing for a new contract somewhere. Why? Who knows at this point.
