Well Filippo Simeoni testified that he had received instructions on how to use PED's from Dr. Ferrari.

Here is a rather interesting interview with Vinokourov just 2 weeks before he was caught for homologous blood doping.

Of course Vino says he only used Ferrari as a "trainer" - but why hire an expensive trainer and then go shooting up behind his back?

Simeoni is a good start. But that is just one guy from the mid 90's. Cycling has to foster a better environment to encourage guys to step forward.

Filippo Simeoni admitted that he took EPO before and after meeting Ferrari, so his credibility is in question. The judge agreed.

I believe Ferrari was involved in administering doping to Simeoni. Is there any other motive for Simeoni to implicate Ferrari under testimony?

It think it was a pleabargin type thing.

But it may well be true. It doesn't mean that a doping rider was introduced to dope by him. If the rider is already using the stuff then you can give them some advice on how to do it better, but this doesn't mean that you dope all your clients. Remember EPO was used with impunity before the test - most of the riders were on it, so it wasn't any big deal.

I think most athletes across all spectrum of professional sport were juiced. Everyone seemed OK with it until all sorts of long standing records started falling in conjunction with strange long term health implications for the athletes.

It is difficult to deny Ferrari wasn't part of that culture in that era of sports.
