can someone please tell me what the point of a 21-22 minute TT is?

it's like having a 21-22 minute bonus sprint.

it will most likely have zero effect on final GC.

wtf happened to the "race of truth"?
The length of the TT is measured against the difficulty of the other stages.

If the race had more big mountain stages, they could do a longer TT.

They want the TT to have an impact, but not be able to decide the race on its own.

But this TT won't even come close to balancing the route imho; Saturday alone could decide the whole race, why NOT the TT? I think a TT which afforded Remco an opportunity to gain 30+ seconds would be much better for the race... Just my .02 of course!

Because in the modern era TTs are not the 'race of truth', but the 'race of which team has the biggest budget to spend on aero testing wind tunnels and equipment'.
