Though I do think that Spain has the biggest problem with doping though tit looks like a bigger problem than it is because Spain has a higher percentage of riders in the peleton compared to most if not all other countries.

For all of the talk about other countries, if doping is so entrenched in countries like Australia and England why aren't they getting caught with our wonderful, improved anti-doping system ? New drugs being used ? Or people resenting the fact that some countries are currently, worse than others for doping ? Or riders from other countries beating the system by doing or using something that the Spansh aren't ? The fact that many high profile Spanish people were saying Contador was innocent even before the evidence was presented, says it all. A suspension would have really hurt an already wounded sport in Spain not to mention it's image elsewhere.
