no, he is on the preliminary start list for San Sebastian, which could mean he is planning on going if recovery/training goes to plan. Or it could just mean that the Organizers just put his name there to get their race into the cycling news cycle "well no one told us he definitely won't come".Has anyone got confirmation he is riding either?

Im quite confused right now, the last rumours before that were that he in fact was in altitude for more than 2 weeks before the photo he posted on Instagram, even doing intervals at a reaaly high pace in the Iseran and even training with Sepp Kuss some days, so I don´t know what to trust anymore.

Not sure where the organizers got their lists. For example, Movistar announced their team for San Sebastian and exactly 2 riders match the race website start list.So old start list or organizers just put his name on the list to get some clicks.
