What does that mean?

He frolics to the finish?
Jumps from wheel to wheel with his strong legs leaving pone final jump towards the line?
He lies in wait and surprises the insect (Evenepoel) with his fast tongue (legs)?
Rides up the climbs like a frog jumping from lily pad to lily pad?

It means he's still in the green jersey, or at least I hope it has nothing to do with his tongue.
 
It's only an ethical issue to fans with zero experience racing. Making it a negative characterization is usually the default of disgruntled opponents which is why you seldom hear a racer go on a rant about it; they all do it.
First of all, I used to race, just not at this level 😂 Secondly, racers don’t complain about each other in public, only to each other. But not that Roglic would be someone they really complain about though, there are other riders that do get a name for not putting in the effort and then dropping their co-riders
 
Once more I find myself hitting the refresh button on social media waiting for Rogla health updates.

But seriously though based on the impression he gave afterwards, I'd say they're just being cautious. My gut tells me he's fine.
Lets us mortals know who dont have the time to check this evening. Hope he will be okei and win the Dauphine actually.

So why continue to waste energy complaining about Roglic?
If a rider limp-dicks and entire breakaway and then tries to take the win it can be frustrating. That still makes it the other break-mates' obligation to ride him off the back of a break until they take a pull. It works pretty well, particularly when things get sporty.
